I think I once had the panel plugin missing and it was fixed after a
restart.
At first, I also thought it was a temporary problem, but after three
restart it was still there. I would expect improvements in frameworkd
startup time, but not on milestone3, since Michael's report was in the
middle of October [1].
FWIW, delaying nodm start for at least 5 seconds seems to solve the
issue. Since I am going to install (again) Debian, I will continue on
this thread if the problem still persists.

I confirm the problem, openmoko-panel-plugin needs to be delayed.
For me, a little modification of /root/.xsession resolved the issue :
...
sleep 20 && openmoko-panel-plugin &
...
