No, these are to-PSTN or to-other-GSM calls.

I've installed the gsmhandset.state file after your commit in Debian,
it does not change anything. Another possible route is to check which
AT+CLVL command is issued. The page you link to says to set it to
maximum. How do I get framework into a "verbose / debug" state so that
it tells me what it does in a logfile or something?
