to answer your question w/o any political implications:
if you got a plain x86 box, your best bet would probably be pbuilder, qemubuilder or cowbuilder (don't ask, what the differences are, i still fail to grasp the concept). apt-cross is pretty much dead and emdebian incomplete and rather confusing, imo, that is.
