Ok - just one idea for you. The message you're getting happens when the CGI script cannot generate the headers required for http. So... Theoretically, a CGI script is nothing more than a script, right? So you can chdir into the cgi-bin directory and execute the smokeping.cgi script manually. You should see some output that will tell you what has gone wrong.
I personally don't think that the version of RRDTool is your problem. But I've been wrong before!
