I'm not sure about your exact question, but one idea which might be
useful is to simply create some multi target graphs.
That basically plots multiple hosts on the same set of axes, so it makes
it very easy to compare different targets against each other.

Is there a way to scale the Overview Graphs in the presentation config?
I first tried to use the 'max_rtt' setting, but this isn't exactly
what is needed. The graphs still do not necessarily scale the same,
they just don't scale above the setting.
If every graph were able to scale to max of 1 second, or possibly
500ms, it would be easy so scroll through the overview and see which
sites are worse off than others.
