I've found the manual here (I think): http://simtechnology.ru/document_13.html

The CPIN command is supported. My only guess is that the modem is
somehow faulty.

If you want to try it further, do the following:

1) Use hyperterminal (or some other terminal app) and connect to your
modem, giving the same port/baud rate. Type in a couple of "AT"
commands and see if you get "OK".
2) Enter the command "AT+CMGF=0" - should respond OK.
3) Enter the command "AT+CMGL=4" - what is the response???
