There is a very rare case where a network provider will send back a
negative status report or a failed if they do not support status
reports to and from external carriers. This seems to be the case if
one carrier is a GSM based carrier and the other is CDMA or some other
network type.  I only ever encountered this once on messages within
north America but that might be the issue.  It has happened on
messages between North America and Europe where status message are not
supported between for instance Orange and ATT but in those cases the
status messages just never come back and are not rejected outright.

The only other thing... Set your Validity period to something a little
shorter than 63 weeks.  Maybe 5 days and give that a shot.
