Unfortunately there is no protocol like SMPP for USSD which can transfer message between SMSC and ESME.
However each of USSD Gateways follows their own custom protocol for 3rd party communications. What exactly are you looking for? Connection to USSD Gateway or having USSD Gateway itself?
