This is a status report PDU, try the PDU decoder on http://www.diafaan.com/sms-tutorials/gsm-modem-tutorial/online-sms-status-report-pdu-decoder/
The PDU does not have an SMSC number attached, that is probably why the decoder on twit88.com is not able to decode the PDU.
