I don't know if GPRS has more speed than GSM, but for sure if you got EDGE or UMTS or HSDPA|HSPA then you got better speed.
How to enforce modem to certain connection mode is modem specific (you need brand and type, single brand different type might have different at command) Mostly you can use at+cops, some zte have at+zsnt. The best speed I got in my country with 3G connection mode is 1msg/s or almost 60msg/m.
