A quick grok reveals that there are minimum thumbnail size entities
for each listed filetype in:

/System/Library/Frameworks/Quicklook.framework/Versions/A/Resources/
SystemPlugins.plist

For instance:

Root > PDF.qlgenerator > QLThumbnailMinimumSize | Class = Number |
Value = 30

But I haven't got time to play with them now. You'd probably need to
edit and save the plist (as root) and then restart Finder...
