Hi Virginia Image capture will let you delete photos from the iPhone which have been taken on the iPhone, not ones that have been synced via iTunes. The best way to remove the photos is to untick the "last 12 months" album in the sync settings for the iPhone in iTunes.
You could just create a new album in iPhoto called 'phone backgrounds' then put any images you want in there and sync it. Or just email yourself the particular photo and use the iPhone to save it to the camera roll.
