First thing is to make sure that you've signed into iCloud on each device (with 
the same username) and the desired services are all switched on. 

Second thing is to make a single change on one device and see if it has updated 
with the online version at iCloud.com. Any change that doesn't show up means 
that device isn't syncing.

You can also try signing out and back into iCloud on each device. Also double 
check on each calendar item that it is in the correct calendar, not a local 
calendar to your Mac, you can check by right clicking an event.
