There's no option to view photos at icloud.com, it doesn't store your photo library, only keeps the photo stream for 30 days to allow your devices to sync. The photo stream will appear only in iPhoto, and only in iPhoto 9.2.1 or above.
Have you enabled photo stream in the iCloud settings on your iPhone? It sounds like it's not switched on for syncing. Keep in mind also that photo stream only works via wifi networks.
