Partial answer -- you don't have to send them to iCloud (all or nothing)
Separate check boxes for 'iCloud Photo Library', 'My Photo Stream' and
'iCloud Photo sharing'.
So I think your option is to uncheck using iCloud.
To my mind this is a great opportunity for an app to 'split' your photo
library cleverly by letting you store some separately eg auto-migrating
RAW files into its local library and removing from Photos or leaving a
lower res version.
You can create a new Photos library by holding down alt on open but
you'd have to manually move stuff between them via an intermediary as
you can only open one at a time (bah)
It remembers which one is the 'system' library (ie for iCloud).
