It's illegal.  If caught (and MS does have ways to catch folks, since XP has to be authenticated) the penalty is several thousand dollars and 5 years in jail.  MS *DOES* prosecute.
 
They are made by people hacking into the programming and changing the code.  You run a risk using altered code from something as simple as losing information, to total screwing your system.
 
I personally wouldn't use a hacked copy.
