Would it?  The Patriot Act already demolishes numerous privacy and private property rights.  The Patriot Act II that is being considered in congress goes a few steps further.  If it were proposed as a way to guard against terror, the congress would eat it up.  We are only a very small step away from being monitored just like the article was referring to.
