Well the reasoning behind that is we want Russia and France to forgive some of the old debts.  So if we are willing to pay part of it, they should be willing to forgive some of the old debt.  However, the old debt is based on contracts made with a single man, a dictator.  The new government isn't really liable for them in the first place.

Bush has said if the congress makes any part of that 87 billion a loan to Iraq he is going to veto it.  That IMHO is stupidity.  Why should the American taxpayer pay the whole bill?  Let the Iraqis pay for part of it.  It's not like they are going to be the poor step children.  Once the infrastructure is up and running they will have plenty of money to repay their debts.
 
They increased our property taxes 26% in Daytona Beach, and added 1 cent to the sales tax in order to build schools.  It really chaps me that we are talking about *GIVING* money away to Iraq to build schools, but for schools in my own town they have to dig a little deeper in my pocket.  This really is wrong.
