It should be up to the parents of course.  For mine, we have pretty well come to a grudging conclusion that it's not as safe as it could be, and the hassle is not worth the reward.  We pretty much only go to events during the season.  That way the kids still get to wear a costume, but the risk level is diminished.  Also it's frustrating to find so many houses with lights on that don't answer the doorbell.
