Absolutely.  In fact, I think congressional salary should be in proportion
to the mean income of the region.  For example, if the average family makes
$36k a year in a voting district, then that representative or senator
shouldn't make a disproportionate salary to the people he represents.

Why should a senator from FL make $150k when the people he represents only
make $30K a year?  That's robbing from them to increase his salary.
