Bethany how old is your cat? Cats often become more fastidious as the get older or after they have had an illness, which may be quite some time ago but they have become conditioned to spraying after a while. The pooping just outside the litter tray IS usually attributed to his dislike of something about the tray, either the substrate, the cleaning method used (hot soapy water is best of all), or perhaps he wants the tray cleaned more often. Cats also like to have at least a choice of two trays to use. The spraying of objects on the floor definitely sounds like territory marking, especially since it stopped when things weren't left on the floor. Plastic bags, and particularly the more odorous bags are very common targets for cats (especially foreign breeds). They can scent something that we can't and it appears to trigger their territoriality.
