Here's the way it works.  The mailman list server is really nothing more
than a set of automated commands that run on our website.  If something
interrupts the process, a big message, too many at the same time, etc, it
halts itself and places the messages in a waiting queue.

Because I don't have server access rights I have to request it to be fixed
through support.  It usually gets fixed within minutes after I report it,
but they don't do anything until I notify them of a problem.  What that
means is that if I'm not around when it occurs it could take a while.

Even if we ponied up for the dedicated server (I've found an offer for $118
a month) we would still have the problem because I'd still have to be the
one to reboot the system.
