We went across this problem couple days ago, and it's solved. You might
check

Since the response result is an XML element, you need to:
call.setEncodingStyleURI(NS_URI_LITERAL_XML);
...
params.addElement(new Parameter("acctId", java.lang.String.class,
acctId, Constants.NS_URI_SOAP_ENC));
Notes that indicate the encoding type to init the Parameter instead of
'null'
