The Xerces 1.3.1 issue (and a whole bunch of other issues!) is resolved in
the SOAP User's FAQ on the web site:
http://xml.apache.org/soap/faq/faq_chawke.html
The FAQ is updated pretty regularly, which is why it is on the web site
rather than in the distribution docs.
