That is where you can specify the URI to be used for the value of the
SOAPAction header (see:
http://www.w3.org/TR/2000/NOTE-SOAP-20000508/#_Toc478383528).
Here's the JavaDoc comment from that method: * @param actionURI the value of
the SOAPAction header
