this problem can arrive when you have more jar that do the same operations.
try to delete this files, parser.jar and jaxp.jar,from your tomcat/lib
folder (if you have a tomcat 3.2.x release).

Does anyone have a solution to this problem? I am having the same

IS OK, but with
java org.apache.soap.server.ServiceManagerClient
http://localhost:8080/soap/servlet/rpcrouter list
I got:
