please help, Unable to resolve namespace URI for 'ns2'.

hi
can someone please help me,
when i try to deploy a DeploymentDescriptor.xml through command line

java org.apache.soap.server.ServiceManagerClient
http://localhost:8080/soap/servlet/rpcrouter deploy DeploymentDescriptor.xml

i always get this error:

Ouch, the call failed:
  Fault Code   = SOAP-ENV:Client
  Fault String = Unable to resolve namespace URI for 'ns2'.

what does it mean?? where should i go to fix this problem?
