Hi All:

SOAPActor attribute in the SOAP header can ideally be anything. Am I right in the 
statement above. What I mean is it need not be a URI at all. It can even be something 
like "Hello World"!! It is present only to differentiate which intermediate processor 
should process it. 

If the above is true. Doesnt the namespace attribute of any header be itself used for 
this purpose (overloading the meaning for namespace attribute). I know the 
limitations, but just to check my understanding, isnt this theoretically logical?
