For the sake of proper working just copy the soap.war file (provided with SOAP) into TOMCAT_HOME\webapps directory (if you use v4.0.1). When you start Tomcat it will decompress the archive.
You should place all necessary jar files into TOMCAT_HOME\lib directory, but I think you can also use the TOMCAT_HOME\common\lib dir. Good luck, Csilla
