Unable to determine object id from call: is the method element namespaced?

Hi ,

When I am calling deploy method on ServiceManagerClient ,I am getting the following error.I am using Soap2.3 version

Fault Code   = SOAP-ENV:Server.BadTargetObjectURI
Fault String = Unable to determine object id from call: is the method element namespaced?

 

Iam giving my code below

 

DeploymentDescriptor deploymentDescriptor=DeploymentDescriptor.fromXML(getElement("DeploymentDescriptor.xml"));
smc.deploy(deploymentDescriptor);

 

Where smc is ServiceManagerClient

 

my DeploymentDescriptor.xml file

Could any one please tell me what is the wrong with the code?
