Are you sure you want 5/8th" tubing?
You can just about launch a beer fridge with ironing boards strapped on
for wings with rubber that size

As far as getting anything like that from a building supply shop, I
don't like your chances.
But if you are in a hurry you could possibly get a larger size spear gun
rubber in a length suitable, another source is a medical equipment
supplier. Apart from surgical rubber ( the size may be too small ) they
should be able to supply a tube rubber used for rehab. There is a
product called Thera-band which is made in the US comes in various
grades up to about 1"( thin walled though ).
Lastly, use smaller stuff and double or treble it.
I do on my catapult launcher and it works fine. Except when it
spaghettis around the anchor stake!
