Thanks for James reminding me of an unfinished instruction 
to the current bleeding idea.

The output of the charger will be terminated at anode of 
two diodes that can handle the rated current. One cathode
goes to the battery under change and other goes to the 
bleeder regulator input. This should prevent a dischage 
cycle once charger peaks out.
