It is NOT OK, the rule is one FCC certified number per combination. That 
means a separate certification process must be made for a specific rubber 
ducky, not any ducky.  The cost will have to pay through high price for those 
ducky fans and NON ducky fans. If a Tx may be sold without a 2nd 
certification (rubber duck) process there will be only one FCC number. Check 
the back panel. For your question, if there is only one number, chances are 
stock antenna only. Ducky can be connected to poor efficiency and thus link 
quality, in favor to the insurance company against their RC subscribers.
