"Is this  a city wide policy?" I know that its a city wide policy in Turlock, 
CA (its sucks) They have huge signs posted @ all the Parks / dranage ponds... 
No doing anything fun... about all you can do is stand or sit on the grass.. as 
long as its between sun up and sun down :(
