In my "youth" I painted quite a few restored cars and we generally mixed
some
dish soap in a bucket of hot water and added about 1/2 cup of bleach to
strip any automotive wax that may have been on the old paint.
I would also wipe it down with acetone or MEK immediately before painting.
I love the smell of volatile solvents in the morning.....................

PS. if the old paint has even a trace of "armor all" or any other
siloconized
additive, you MUST siloconize the new paint with a special silicone additive
or it will fish eye miserably.
