Thanks for the responses. I checked with the manufacturer and he gave me some things to look at. I'm pretty sure the problem is the tow hook itself. On close inspection, it appears to be angled away from the fuze ever so slightly. I have put a little more bend in it and am ready for a re-test next weekend.
