They "suggest" radio communications on unicom frequencies near uncontrolled fields. Not required and many pilots don't. They "suggest" that flight plans be filed for VFR cross countries. Not required and most pilots don't. They "suggest" designated VFR cruising altitudes above 3000agl. Not required and many pilots don't use them. What the FAA "suggests" and what they demand are far different things tied only by common sense. Incidentally, the FAA "MANDATES" that a powered aircraft give right of way to "any unpowered aircraft" without mentioning whether it's carrying a person or not. Pretty powerful verbage if you ask me.
