Well, you learn something new every day. Photosuite does have a similar feature.
Under the "Image" menu choose "Resize". In the "Change Image Size" box the current image size is shown and you are given a choice of standard image sizes to choose from. Choose a larger size than current and and UNCHECK the box marked "Stretch to fit new size". Click OK and you now have a larger image with a border, I still don't know how to change the background color though.
