On a AT powersupply( 2 plugs that go to Mother board) All you need to do is put a Load on the 5volts that will regulate the powersupply and you will get close to 12 volts out. The more current you draw on the 5 volt buss the better the 12 volts will be regulated. I would not go over 3 amps on the 5 volt load. 1.5 ohms at 20 to 30 watts. 30 would be best the 20 would heat up. You could try 4 each 10 ohms at 5 Watts all tied together in a Parallel and use it as a load. The other voltages can only supply a very small amount of current. On my unit it only took 1 amp draw for the 12 volts to regulate properly.
