Q2: I'm not familiar with fossil, but most of the software-developer
world (as I know it) is developed with git. I've never heard of fossil
but read a little about it. A part of the Linux Kernel has been
developed with git and patches via e-mail. Can the requirements become
even lower?
It sparked my intereset to try and self-host GNU social in the first
place, but I'm not hosting everything myself it is too time consuming
to maintain the servers and software.
I'd like to bring the project to live and enhance it while learning on
the way. It is older code and can be updated to newer php versions. I'd
like to try out rector (https://getrector.com/), and see if it brings
good value to it. Also PSR does help this project and php-cs-fixer can
be a helpful tool, too.
Motivation comes down to: try some things while helping a project (that
is not for profit) to stay current and alive.

Q3: Git does not need hosting ;) A folder somewhere that is accessible
from the internet is enough to work with git. Did you consider codeberg
or forgejo https://forgejo.org/ ? I think that moving from git to any
other CVS is not adding values as the project looks dead anywys. 

Q4: Right, it is not a tool in which there is a lot of activity despite
logging-in and logging-out a lot.

Q5: Have you tried to reach the maintainers via telegram messenger and
also tried to update the wikipedia
artikel https://en.wikipedia.org/wiki/GNU_social and 
https://directory.fsf.org/wiki/Social
 (as a member you can update this as far as I remember)

Q6: Are you looking for contributions by other developers?
