They are similar, but not quite the same. OpenOffice.org is an open source program, with a community of volunteers behind it. StarOffice is a propietary program, owned by Sun Microsystems. StarOffice uses the OpenOffice.org codebase, so the programs behave almost the same, and have almost the same features. StarOffice includes some fonts and filters that are not found in OOo. I know of one filter (for Word Perfect files) which is different between the two.
