No, parents should be held very accountable for their children but they also need to be helped if they can't manage their kids. If you want freedom to have kids you also have to take the accountability that comes along with that freedom.
It often amazes me how much work I had to go through to be a teacher and how little work my students have to do to become parents. :) (or should it be :( ?)
