I think what he's asking about is something like VitrualPC on Mac, where your desktop changes (or it can be in a window) and you're actually running Windows on top of your Mac OS X. Cygwin doesn't change your desktop. You don't experience anything close to Linux, you just can run some (very few) Linux programs.
True. You're right that Cygwin is not like VirtualPC. It bears more resemblance to Wine than to VirtualPC.
