Does it need to be for Windows?

It's now here - http://member.wide.ad.jp/wg/mgp/ - and it doesn't seem to have been updated in over a year.  It also seems like it Linux only.

I dunno. I think Impress is really the only Open Source Windows alternative to Powerpoint.

On Linux, however, there seem to be plenty.

Now, if you just want something other than Powerpoint, that doesn't have to be open source, then you've got a few more options on Windows, like AppleWorks (yes, it's for Windows, too), Corel has one, and reach back far enough and you got Lotus Office. 

For Mac, there is Keynote, and that's really all you need.
