Well, (3) and perhaps (1) are.  (2) is not; the additional time it
would take to switch from 9600 to 19200 (or even higher) for the
duration of the download is..minimal.  If download time were a major
factor, they'd already be getting the new image over Ethernet.

The real cost related to (2) is the cost of reworking their equipment
and/or procedures to switch baudrates when and as necessary.  (This
strikes me as probably the real reason they don't use Ethernet, too.)
