Here's an example.  Intel and AMD produce CPUs.  Both have different features
that are what set them apart.

If you had your software compiled that are optimized for Intel CPUs.  Those
software would perform better on Intel CPUs than on AMD CPUs because of
options chosen to use the complete features of Intel.  You can vice verse
for AMD CPUs.

If you use generic software instead, it will not use the maximum features of 
either
CPUs.

Now about hardware being optimized for frame switching.  It would probably mean 
that
the chipset has software that is coded specifically to give maximum performance 
for
the frame switching.
