USB 2.0 doesn't neccessarily mean that a device is high-speed mode capable. There also have been made some minor changes in the USB specification for low- speed and full-speed mode, so there are lots of manufacturers who advertise their product as USB 2.0 devices when they just meet those minor specification changes.
