Thanks to those who responded. The hints helped. A way to get DHCP over bridged interfaces in OpenBSD is to make the bridge but assign an IP number to each interface anyway, not just the first one. dhcpd will squawk about interfaces sharing the same subnet, but will bind to the first one if it is configured to do so. The bridge itself is not allowed an ip number of its own.
