Summary: Deprecation/removal/upgrade of 'stun' code

Initial Comment:
Currently STUN is only used for UDP keep-alives (draft-ietf-sip-outbound), and 
by the 'stunc' tool. 
The code to use STUN for signaling traversal is currently disabled, and in any 
case use of 'rport' (RFC3581) is recommended instead.

Now when both IETF relevant drafts, 'sip-outbound' and '3489bis', are close to 
completion, we'd need to decide what to do with old STUN code. Either upgrade 
it, replace it (with an external implementation such as that in libnice), or 
remove it altogether (add a minimal implementation that only covers the 
keepalives needed by sip-outbound).

Open question:
 - can we do this without breaking the API/ABI (any users for the STUN code?)
 - what to do with 'stunc'?
