I haven't used it for this exact purpose but Power Extrude does a nice job of updating the geometry to follow an animated curve. Won't help with the curve animation but might be useful for the ribbon geo.

Got a reference image as to what kind of bow you're after? There are many kinds of bows. Some simpler than others.
